The Charles B. Rangel International Affairs Program

The Rangel Program is a collaborative effort between Howard University and the U.S. State Department that seeks to attract and prepare outstanding young people for careers as diplomats in the Foreign Service of the U.S. Department of State. The program seeks individuals interested in helping to shape a freer, more secure and prosperous world through formulating, representing, and implementing U.S. foreign policy. The Program encourages the application of members of minority groups historically underrepresented in the Foreign Service and those with financial need.
There are two major components to the Rangel Program:
Graduate Fellowship Program Overview
The Rangel Graduate Fellowship is a program that aims to attract and prepare outstanding young people for careers in the Foreign Service of the U.S. Department of State in which they can help formulate, represent and implement U.S. foreign policy. The Rangel Program selects outstanding Rangel Fellows annually in a highly competitive nationwide process and supports them through two years of graduate study, internships, mentoring, and professional development activities. This program encourages the application of members of minority groups historically underrepresented in the Foreign Service, women, and those with financial need. Fellows who successfully complete the program and Foreign Service entry requirements will receive appointments as Foreign Service Officers, one of the most exciting and rewarding careers available.
Rangel Fellows are committed to serving their country and promoting positive change globally. The program expects to have all documents to be submitted electronically. The Rangel Graduate Fellowship Program expects to award 30 fellowships in 2019. A panel of individuals with experience in the U.S. Foreign Service and academia makes selections for the Rangel Graduate Fellowship Program. A candidate’s community, academic, extracurricular, and leadership activities will be considered during the selection process. Consideration will be given to qualified applicants who, in addition to outstanding leadership skills and academic achievement, demonstrate financial need.
The Rangel Graduate Fellowship selection panel will choose approximately 60 finalists by the end of October. The Rangel Program staff will communicate decisions by email to both successful and unsuccessful applicants by the end of October. Candidates selected for final consideration will be invited to Washington, D.C. for interviews and to prepare a writing sample. Finalists will be in D.C. for one full day November 7-8. The program will pay the cost of accommodations and travel to Washington, DC from within the continental United States, Hawaii, and Alaska. The program will complete the selection process and make offers to 30 fellows by late November 2018.

During the Call for Applications period, your application can be saved as DRAFT until all the required information is completed and attachments uploaded. As each section is complete, you will see a appear in the category tab when the application is saved. Please ensure that all attachments are in Acrobat PDF format. At any time, you can download and print your application by clicking on the icon in the Application Summary section.
On completion, save your application as FINAL. Download and print a copy of your application for your records by clicking on the icon in the Application Summary section in the right column. Note: If an update is required prior to the Call for Applications period, you can make the update and resave as FINAL.
